Texas Pool Builder Licensing Symposium 2007

MISSION STATEMENT
The Texas Pool Builder Symposium exists to manage
risk to the pool construction industry posed by
government action.

The Symposiums will manage risk by:
    1) Creating a leadership forum for swimming pool
        contactors who want to affect the industry’s future
        direction in our state.
    2) Engaging swimming pool contractors in consensus
        building activities to formulate positions on issues that are, 
        or are likely to be, affected by government action.
    3) Creating an ongoing forum for dialogue between
        swimming pool contractors and legislative and regulatory officials.

WHO ATTENDED?
Principals Only”  The Symposium is open to business owners who build swimming pools in Texas.

ABOUT TEXAS BUILDER SYMPOSIUM I (Dallas and Houston)

Part 1 took place on  two separate occasions, in Dallas on March 24
and Houston on September 22.

Summary of Part I:
Pool builders formed consensus around the following issues: 

1) Agreement that the pool industry should be licensed (So far,
76% of builders surveyed agree. 
2) The level of knowledge (business and technical)that a licensed builder should have.
3) The level of construction experience a licensed builder should have.
4) Testing of knowledge and certification for license applicants.

WHAT HAPPENED IN PART II?
Using the same structured discussion and consensus building activities,
attendees completed the Pool Builders’ licensing proposal for Texas.

We addressed the following:

1) How to oversee a licensing program; should licensing be state regulated,
industry regulated, or a combination of both?
2) Should a bond should be required of a licensed builder? If so, how much?
3) The scope of consumer-builder conflicts addressed by a licensing board.
4) How to resolve builder-consumer conflicts.
